I’m not sure that we have support for Unicode filenames on the Windows version of Panda. (To add this support would require using a different set of function calls to access files, function calls which may not be available on all versions of Windows. So we’ve just gone with the lowest common denominator for now.)
It’s best if you install Panda in a directory tree that doesn’t include Unicode filenames.
